    Abdallah Saaf

    Professeur à la Faculté des Sciences Economiques et Sociales de Rabat-Agdal. Président du Bureau Exécutif d’Arab Reform Initiative 

    Abdallah Saaf est né le 19 septembre 1949 au Maroc. Il est ancien Ministre de l’Education Nationale du Maroc de 2000 à 2001 et ancien Ministre de l’Enseignement Secondaire et Technique du Maroc de 1998 à 2000.

    Il est Président de l’Association marocaine de Sciences Politiques du Maroc, Directeur du Centre des Etudes et recherches en sciences sociales (CERSS), Directeur de la revue Abhath, revue marocaine des sciences sociales (version française : Cahiers marocains des sciences sociales), Membre de la Commission de Suivi des relations maroco-européennes, Président actuel du bureau exécutif d’Arab Reform Initiative, Ancien Membre de la Commission Royale de révision de l’actuelle Constitution du Royaume du Maroc 2011.

    Il est titulaire d’un Doctorat d’Etat en Droit Public, d’un DEA Philosophie du Droit et d’un DEA Philosophie du Droit de Paris II. Il est Professur à l’Université Mohammed V de Rabat depuis 1975, Président du Forum Civil Démocratique Maroc depuis 2002, Président du CERSS (Maroc) de 1993 et 2013 et Professeur invité à l’IPE de Lyon.

Elle a été analyste Proche-Orient au Secrétariat général de la défense nationale puis responsable du bureau monde arabe et persan à la Délégation aux affaires stratégiques au ministère de la défense.

    Elle a ensuite commencé une carrière de journaliste à Nord Sud Export, groupe Le Monde, collaboratrice au Monde de l’économie avant d’être directrice de l’information et des programmes de RMC MO –filiale arabophone de RFI- puis directrice adjointe de la rédaction de France 24 en charge des contenus en langue arabe.

    Parlant l’arabe, ayant vécu à Damas et effectué de nombreux séjours en Egypte, au Liban, au Maroc elle est l’auteur de nombreux publications dont Moyen-Orient mode d’emploi, Stock, 2002.

    Agnès Levallois s’appuie sur un parcours de spécialiste en géopolitique, analyse du risque pays et en communication pour offrir une expertise sur les pays arabes.

    United Nations Secretary-General Ban Ki-moon has appointed Ms. Aisa Kirabo Kacyira of the Republic of Rwanda as Deputy Executive Director and Assistant Secretary-General for UN-HABITAT.

    Ms. Kirabo was the Governor of Eastern Province, the largest province in Rwanda with a population of 2.5 million. Previously, she was Mayor of Kigali City (2006 - 2011)

    Currently, Ms. Kirabo is assisting the Executive Director, Dr. Joan Clos, in the overall management of UN-HABITAT to achieve its mandate and supporting the new UN-HABITAT agenda to face the urban challenges by strengthening urban policies to generate more equitable, wealthy and sustainable cities. Among her many important responsibilities, Ms. Kirabo is supporting  Dr. Clos in advancing the key reviews currently underway at UN-HABITAT, including the review of UN-Habitat's strategic priorities for the coming years leading to Habitat III in 2016.

    Ms. Kirabo was educated at James Cook University, Australia where she gained her Masters in Veterinary Science in Animal Production and Economics and at Makerere University, Uganda where she gained her Bachelor of Veterinary Medicine. She is currently pursuing an MBA in the School of Finance and Banking, Rwanda/Maastricht School of Management, Netherlands.

That year he was also elected RPR president and mayor of Bordeaux till 1997. From 2002 to 2004 he was chairman of the Union for the Presidential Majority. He returned to government as mayor of Bordeaux. in 2007, Juppé was briefly minister of state for the environment and sustainable development, then he subsequently served as defence minister (2010-11) and foreign minister (2011-).

    Andrée Pasternak, vétérinaire de formation, travaille actuellement pour l’action extérieure des collectivités territoriales au Ministère français des Affaires étrangères, en qualité d’expert sur les programmes de développement rural et agricole, la sécurité alimentaire et le tourisme responsable mis en œuvre dans le cadre de la coopération décentralisée.

    Membre du Comité politique du Core group sur la sécurité alimentaire de l’« Organisation des Régions Unies » (ORU FOGAR), elle a pris part aux premiers sommets internationaux de Dakar (en 2010) et Medellin (en 2012) consacrés à ce thème.

    Elle s’attache à promouvoir l’approche territoriale du développement et œuvre pour la reconnaissance du rôle des collectivités territoriales françaises par les organisations internationales. Auparavant, elle a participé, pour le Ministère français de l’Agriculture, à la définition et à la mise en œuvre de programmes de coopération bilatérale pour le développement rural et la promotion des produits de terroir.

    Andris Piebalgs est un homme politique letton qui a occupé plusieurs positions politiques clés tant au niveau national qu'européen. Lors de la première Commission Barroso (2004-2010), il fut Commissaire en charge de l’énergie. Dans ce cadre, il a établi une politique européenne de l’énergie plus compétitive, sûre et soutenable, ce qui en fit l’un des succès majeurs de la Commission Barroso I.

    L’action d’Andris Piebalgs pour placer la politique de l'énergie au cœur de l’agenda politique européen fut décisive. C'est en reconnaissance de son leadership que le magazine The Economist le consacra “Homme européen de l’année” en 2007. En 2009, Andris Piebalgs reçut le "Prix Diamant" de la Chambre régionale de Commerce de Katowice (Pologne) pour son action en faveur d'une politique européenne de l'énergie cohérente pour les générations futures. La même année, le Forum Mondial de l’efficacité énergétique lui remit l'"Energy Efficiency Visionary Award" pour sa “contribution remarquable à l’avancement de l’efficacité énergétique”.

    Avant de rejoindre la Commission européenne, Andris Piebalgs a poursuivi une carrière politique en Lettonie, occupant des portefeuilles ministériels stratégiques. Il fut également un diplomate de haut rang, contribuant à renforcer la place de la Lettonie au sein de l’Union européenne.

    Angelo Baglio is graduated in social sciences. During his career he has worked in different functions in coordination, analysis, strategic reflexions and operation in various Directorate-Generals of the European Commission, particularly in employment and regional policies

    At The General Direction of Development and cooperation DEVCO/EuropeAid since 2001, he has successively been in charge of social development in the MEDA programme. Successively head of the sector ‘Mashreq’ and assistant to the Deputy Director General, his multi-sectorial experience as well as his expertise in politics of economic and social cohesion, territorial development and budget support, allow him to understand the impact of global development issues and the necessity to implicate the whole spectrum of actors, in particular the civil society.

    Currently, he is Head of Unit ‘Civil Society and Local Authorities’ in the "Human and Society Development" Directorate in DG DEVCO.

As mayor, Ms. Jorritsma is amongst others responsible for the coordination of the safety policy, the maintenance of public order, the coordination of the police and fire brigade, the management of crises and international relations.

    Ms. Jorritsma started her political career as municipal councilor in the municipality of Bolsward for the liberal party (VVD) from 1978 to 1988. In 1982 she became a member of the Parliament. From 1998 to 2002, Ms. Jorritsma was the first female Deputy Prime Minister of the Netherlands. She was Minister of Infrastructure and Water (1994-1998) and Minister of Economic Affairs (1998-2002).

    Mr. Antonio Vigilante (Italy) is the Director of the United Nations Office and of the United Nations Development Programme (UNDP) Representation Office in Brussels. 

    He holds a Diploma in business Administration and a master degree in Political Sciences and international relations, from the University Orientale of Naples, Italy.

    Mr Vigilante has been working for the United Nations Development Programme since 1981, serving in recent years as the UN Resident Coordinator and UNDP Resident Representative in Egypt and, chairman of the Donors Assistance Group; UN Resident Coordinator and UNDP Resident Representative, in Bulgaria (1996-2001).

    From May 1999 to August 2000 he was the UNDP Special Representative for Post-Conflict Development in South Eastern Europe.  From 1991 to 1996 he served as Deputy Resident Representative and as Resident Representative (a.i.) in Bolivia.

    Before he held UN positions in Bolivia, Honduras, Ethiopia, Barbados and New York.

    Mr. Vigilante is the author of many publications related to development issues in specialized reviews, books and newspaper articles.  He has directed in 1995/96 a UNDP bi-monthly Human Development Review. He is visiting lecturer to a number of post-graduate courses on international relations and development and a member of the Jury of the International documentary film Millennium Festival (on Millennium Development Goals).

    He has been a senior advisor to various ministries of the Government of India, consulted with a wide range of UN, multilateral, bilateral development and private sector institutions & works on economic, environmental & social change at global, regional and urban scales.

    Aromar has led over a hundred major research, consulting and implementation assignments in India and abroad; lectured and taught at close to three dozen of the world’s leading Universities and think tanks across five continents; has helped structure, design and review development investments in excess of $ 4 billion; worked on three of the world’s ten largest cities; across twenty-five of India’s twenty-eight states apart from multiple international projects in half a dozen countries.

    Aysen Nikolaev was born on January 22, 1972 in Leningrad. He grew in Verkhnevilyuysk, in a family of teachers. At the age of 16 he graduated with a gold medal from Verkhnevilyuysk physical and mathematical school and went to Moscow to enter Faculty of Physics at Moscow State University named M. Lomonosov.

    Before completing his studies at Moscow State University he applied to Academy of national economy, and in 1994 gained two diplomas at once: Moscow State University and Academy of national economy. The young specialist with two diplomas found a job at the Moscow representative agency of the “Sakhaalmazprovinvest” finance corporation. In a year he became the vice-president of the corporation in Yakutsk.

    At the age of 25 he was the youngest deputy in the history of the Republican parliament (Il Tumen). He worked as the Secretary of the Committee on North affairs, then as the Chairman of the Budget Committee of Il Tumen.

    In 2002 Nikolaev was again elected as the deputy of Il Tumen.

    In 2004 he became the Minister of Finance of the Sakha Republic (Yakutia). Here Nikolaev managed to achieve the adoption of the complex decision on compensation of the dropping-out income of Yakutia from rent payments of JSC ALROSA which formed the main revenues of the republican budget.

    In 2007 he was appointed as the head of the Administration of the President and Government. He began work on creation of the electronic government.

    In May, 2011 he was appointed as the First deputy chairman of the government. He supervised issues concerning development of agriculture, tourism and business, nature preservation, science and innovations. 

    On March 4, 2012 Aysen Nikolaev was elected as the Head of the Yakutsk Urban Okrug.

    Bachir Kanoute es Urbanista y Director Ejecutivo de la organización Enda ECOPOP (www.endaecopop.org) especializado en el acompañamiento de procesos de descentralización, gobernanza, desarrollo local, refuerzo de las capacidades de las autoridades locales y de los actores de la sociedad civil y acompañamiento comunitario en África y el Caribe.

    Esta vasta misión le lleva a viajar por África para acompañar los gobiernos centrales y locales de muchos países africanos con el fin de consolidar sus todavía frágiles procesos de descentralización. Experto de diferentes organizaciones internacionales como el Banco Mundial, Programa de las Naciones Unidas para los Asentamientos Urbanos (ONU-HABITAT), Centro para el Desarrollo Internacional de la Universidad del Estado de Nueva York, GIZ etc.). Además ha dirigido diferentes misiones de alto nivel en diferentes países africanos y caribeños (Burkina Faso, Camerún, Mauritania, Madagascar, Mali, República Democrática del Congo, República Centroafricana, Senegal y Haití).

    También es autor de varias guías y manuales de formación y capacitación dirigidos a dirigentes locales y comunidades de base:

    • Gobernanza y Liderazgo Local
    • Descentralización, movilización social y comunitaria para el desarrollo local en África.
    • Servicio y mantenimiento de equipos, infraestructuras y servicios sociales de base.
    • Presupuesto Participativo en África Francófona.  Este manual, editado en colaboración con el Programa de las Naciones Unidas para los Asentamientos Urbanos (ONU-HABITAT),  tiene el objetivo de promover el enfoque de la gobernanza participativa y transparente en la gestión pública de las colectividades territoriales africanas.

    Bachir es el representante de la Plataforma Africana del Observatorio Internacional de la Democracia Participativa, lanzada el 7 de diciembre de 2012 en Dakar en presencia de 13 países africanos. Es profesor de Máster en la Unkversidad Cheikh Anta DIOP de Dakar-Senegal i en el Instituto de Desarrollo y Derechos del Hombre y de los Pueblos.

    Esta vasta misión le lleva a viajar por África para acompañar los gobiernos centrales y locales de muchos países africanos con el fin de consolidar sus todavía frágiles procesos de descentralización. Experto de diferentes organizaciones internacionales como el Banco Mundial, Programa de las Naciones Unidas para los Asentamientos Urbanos (ONU-HABITAT), Centro para el Desarrollo Internacional de la Universidad del Estado de Nueva York, GIZ etc.). Además ha dirigido diferentes misiones de alto nivel en diferentes países africanos y caribeños (Burkina Faso, Camerún, Mauritania, Madagascar, Mali, República Democrática del Congo, República Centroafricana, Senegal y Haití).

    También es autor de varias guías y manuales de formación y capacitación dirigidos a dirigentes locales y comunidades de base:

    • Gobernanza y Liderazgo Local
    • Descentralización, movilización social y comunitaria para el desarrollo local en África.
    • Servicio y mantenimiento de equipos, infraestructuras y servicios sociales de base.
    • Presupuesto Participativo en África Francófona.  Este manual, editado en colaboración con el Programa de las Naciones Unidas para los Asentamientos Urbanos (ONU-HABITAT),  tiene el objetivo de promover el enfoque de la gobernanza participativa y transparente en la gestión pública de las colectividades territoriales africanas.

    Bachir es el representante de la Plataforma Africana del Observatorio Internacional de la Democracia Participativa, lanzada el 7 de diciembre de 2012 en Dakar en presencia de 13 países africanos. Es profesor de Máster en la Unkversidad Cheikh Anta DIOP de Dakar-Senegal i en el Instituto de Desarrollo y Derechos del Hombre y de los Pueblos.

    Berry Vrbanovic was first elected as a Councillor in 1994, and is now serving his fifth term as a Councillor with the City of Kitchener, Ontario, Canada.  Prior to serving on Council, Mr. Vrbanovic had 8 years of experience in municipal administration working in the Clerk's, Fire, Licensing, Planning and Information Technology Departments.
     
    In 2000, Mr. Vrbanovic was first elected to the Board of Directors of the Federation of Canadian Municipalities (FCM). From 2005-2007, he served as Chair of FCM's Standing Committee on International Relations which oversees the work FCM does in 20 developing countries in Asia, Africa, the Middle East and Latin America.  In 2007, he was elected by his colleagues as the Chair of the Ontario Caucus and as Third Vice-President at Large.  The same year he served on the FCM Governance Committee which revised the FCM bylaws, and the code of ethical conduct, and the Finance and Human Resources Committee.
     
    Currently, Mr. Vrbanovic is serving as FCM's Third Vice-President.  He is also FCM's governance representative  on post-tsunami programs in Sri Lanka and Indonesia, both of which address the question of local government strengthening in conflict and post-conflict contexts. Mr. Vrbanovic also represents Canada on the World Council of UCLG.

    À son retour au Mali, après ses études en France, il travaille en tant qu'économiste indépendant. En 1992, il est nommé Ministre Délégué auprès du Premier ministre en charge de la promotion du secteur privé. En 1994, il devient membre du Comité exécutif en tant que Secrétaire au Développement adjoint, Secrétaire aux Questions Économiques et Secrétaire aux Relations Extérieures.

    En 1998, il est élu Conseiller communal. Il devient maire de la commune V en 2009.  L’année suivante, il est nommé Président de l’Association des municipalités du Mali (AMM). En 2012, il devient le Vice-président du Conseil des Collectivités Territoriales de l’Union économique et monétaire ouest-africaine (UEMOA).

He managed ideas, resources and opportunities to build FCM’s global program that focuses on strengthening municipal government, local governance and enhancing policy frameworks toward local sustainability.

    He represented Canada on the OECD Urban Municipal Development Secretariat’s Sustainable Cities Working Group in the early 1990s. He was a faculty member of the Local Government Leadership Institute at the Banff School of Management, and the Cambridge University Business and Environment Seminar, delivered for national government leaders in Wales. Mr. Carlton currently sits on the Leadership Council for Carleton University’s School of Public Policy and Administration. He currently sits on the Board of Directors for United Way Ottawa and is a founding member of the new Canadian Alliance to End Homelessness. He is also leading an initiative for sustainable living in Ottawa West to bring a Bike Share program to his community.

    While pursuing his undergraduate degree, he was captain of the men’s intercollegiate basketball team at the University of Western Ontario in London, Ont. He has lived and worked in Kenya, China and Namibia, and has a master’s degree in International Affairs from the Norman Patterson School at Carleton University in Ottawa, Ontario.

    Durante los últimos 30 años, Catherine Cullen, de nacionalidad francesa y británica, ha creado, gestionado o supervisado proyectos y eventos culturales, en base a su experiencia en diferentes culturas y actividades artísticas.

    Después de varios años en el mundo editorial (Cambridge University Press, le Seuil, Albin Michel), en los años 80 se convirtió en redactora jefe de LIBER, el primer suplemento cultural europeo publicado por Le Monde, El País, Frankfurter Allgemeine Zeitung, el suplemento literario de The Times y l’Indice, bajo la dirección de Pierre Bourdieu. También fue asesora de la Presidencia francesa para la implementación de la Académie Universelle des Cultures.

    Escritora y traductora autónoma, también ha contribuido en numerosas reuniones nacionales e internacionales sobre diversos aspectos de la cultura.

    Es teniente de alcalde encargada de cultura de la ciudad de Lille, desde 2001, y desde 2008 concejala delegada de cultura para Lille Metropole Communauté Urbaine. Actualmente es presidenta de la Comisión de Cultura de Ciudades y Gobiernos Locales Unidos (CGLU), la primera Organización mndial de gobiernos locales. La Comisión se dedica a trabajar en la Agenda 21 de la cultura.

    Después de varios años en el mundo editorial (Cambridge University Press, le Seuil, Albin Michel), en los años 80 se convirtió en redactora jefe de LIBER, el primer suplemento cultural europeo publicado por Le Monde, El País, Frankfurter Allgemeine Zeitung, el suplemento literario de The Times y l’Indice, bajo la dirección de Pierre Bourdieu. También fue asesora de la Presidencia francesa para la implementación de la Académie Universelle des Cultures.

    Escritora y traductora autónoma, también ha contribuido en numerosas reuniones nacionales e internacionales sobre diversos aspectos de la cultura.

    Es teniente de alcalde encargada de cultura de la ciudad de Lille, desde 2001, y desde 2008 concejala delegada de cultura para Lille Metropole Communauté Urbaine. Actualmente es presidenta de la Comisión de Cultura de Ciudades y Gobiernos Locales Unidos (CGLU), la primera Organización mndial de gobiernos locales. La Comisión se dedica a trabajar en la Agenda 21 de la cultura.

    Mr. Chen Jianhua, was born in March 1956 in Lufeng County of Guangdong Province, China. When China resumed its college entrance examination in 1978, Mayor Chen became one of the first college students, during which he obtained a Bachelor’s degree from Beijing University of Science and Technology and became an engineer. Later on, he obtained a Master degree in administration from the School of Administrative Affairs, Sun Yat-sen University. Mr. Chen has been devoted to local governments and public administration for nearly 30 years. In December 2011, he became Acting Mayor of Guangzhou and took his current post in January 2012. 
    Chen Jianhua was an eye-witness in Guangdong’s reform and opening up, marked by the southern tour of the late leader Mr. Deng Xiaoping, whose reform conception influenced Mr. Chen so deeply as to bestow him with an innovative vision in administration. He was one of China’s first official leaders to publicize his email address and micro-blog (the Chinese twitter) account. He took the lead in interacting with micro-bloggers to reach to the grass roots and exerted to construct a transparent and trustworthy government. After he beacame Mayor of Guangzhou, the city became a platform for international cities to exchange on innovative management by hosting the Guangzhou International Urban Innovation Conference and the Guangzhou International Award for Urban Innovation.
    Chen Jianhua is a doer. In his political career, he always wards himself from avarice, idleness and emptiness. In his mind, one can’t establish prestige and credibility without incorruptness, just as stated in his public commitment that “once I greed for anything, I’ll be worth nothing”; one can’t make sense without practice, for which he had steeled himself into good health and strong determination within the six years as educated youth in 1970s; and one can’t benefit people without pragmatism, which is perfectly embodied in his hands-on approach, as Mayor of Guangzhou, to actively mobilizing the strength from all walks of life to vigorously promote garbage sorting for the realization of sustainable urban development. Besides, he holds that “the most critical destitution is the destitution of the public right”. Therefore, he earnestly fosters equalization in public service, intensifies assistance for those people in for those people in need and enhances urban employment and re-employment so as to secure people’s wellbeing.
    Chen Jianhua is a dreamer. He dreams of polishing the glory of Guangzhou as a historical and cultural city and serving as a watcher,  constructor and protector of Guangzhou’s historical culture which, for him, becomes more international when more unique. When he served as Director General of Guangzhou Publicity Department, he presided over the construction of large cultural infrastructure such as Guangzhou Opera House, the new Guangdong Museum, the new Guangzhou Library, organized a census of cultural relics in Guangzhou, which was promoted nationwide and labeled as “Guangzhou Experience”, and led the compiling of historically significant works such as Cantonese Opera Dictionary, Collection of Cultural Relics Census in Canton, Historical Records of Canton. Owing to his remarkable contribution to the protection of historical culture, Mr. Chen was presented by the UN with the Outstanding Contribution Award for Asia-Pacific Cultural Heritage Conservation.

    Fatima Zahra Mansouri is the current and first female Mayor of town of Marrakech in Morocco since 2009. She is the second woman as mayor in the history of Morocco. 

    She studied law in France and started her career as a lawyer, founding a law firm that specializes in commercial and real estate transactions. She served as a municipal counselor for the Authenticity and Modernity Party (PAM).

    Fatimetou Mint Abdel Malick is Mayor of Tevrah-Zeina in the sprawling capital, Nouakchott, Mauritania and President of Network of Local Elected Women of Africa (NLEWA). She is the first woman to take office as a Mayor in her country. Her election as President of the Women’s Network of Mayors in Africa has confirmed her stature of a champion and a leader.  Since she was elected, she has prioritized access to basic services, improved education, created public spaces such as playgrounds and municipal parks where free Wi-Fi is provided thus attracting many young people to gather there.
